Former House Speaker Newt Gingrich testified about the American Clean Energy Security Act of 2009. The proposed legislation would cut carbon dioxide and other greenhouse gases by 20 percent by 2020 and by 83 percent by mid-century. It further requires that utilities produce one quarter of their electricity from renewable sources by 2025. In his remarks he warned that the proposed legislation would “punish the American people” with higher energy costs and lost jobs. He also characterized cap-and-trade provisions as an “energy tax” that would lead to increased cost of living. close
