The House continued debate on four articles of impeachment against President Clinton for perjury, obstruction of justice and abuse of power. Early in the debate Representative Livingston, after it had been revealed that he had had an extra-marital affair, announced that he would resign and would not seek election as speaker. Prior to the vote on Article I, perjury before the grand jury, Democratic members walked out of the chambers in protest. Two of the four articles passed, perjury before the grand jury and obstruction of justice.
