James Lee Watt, speaking by phone, talked about the Federal Emergency Management Agency’s (FEMA) response to the May 20, 2013, tornado that struck Moore, Oklahoma, to the tornado that hit the town in in May 1999.
Mr. Watt was the FEMA administrator during both the bombing of Oklahoma City’s federal building and Moore’s 1999 tornado.
