Justice O’Connor spoke at the groundbreaking ceremony of the New York University Law School’s new building in Manhattan. She talked about viewing the ruins of the World Trade Center and about the American spirit in the aftermath of the terrorist attacks on September 11. She also made indirect reference to the U.S. Supreme Court’s possible future role in reviewing new counter-terrorism legislation being proposed by the Bush administration.
