Attorney General Loretta Lynch testified at a hearing on the Justice Department’s budget request for fiscal year 2017. She was asked about President Obama’s plan to close the Guantanamo Bay detention facility. She said that while closing it reflects a goal she supports, federal law prohibits the transfer of detainees to U.S. territory. She also talked about funding requests to address issues such as the opioid epidemic, the backlog of untested sexual assault kits, and improving relations between communities and local law enforcement. The attorney general also defended the government’s demand that Apple assist the FBI in unlocking the cell phone of one of the terrorists in the San Bernardino, California, attacks, saying that encryption represents a “threat to law enforcement’s mission.” close
