Mr. Tobias testified about fiscal year 2006 appropriations for foreign operations and funding for U.S. international HIV/AIDS assistance programs. Among the issues he addressed were the scope of the world wide pandemic, providing treatments and affordable drugs in developing countries, the state of progress in education campaigns, and overcoming the stigma attached to the disease. close
