The director of the office of management and budget, Richard Darman, testified before the committee in defense of the administration’s proposals. Mr. Darman admitted his prediction in January 1990 that the deficit in 1992 would amount to $63 billion was wrong, as the deficit estimate in the budget proposal amounts to $318 billion. Mr. Darman also detailed the financial commitments of several foreign countries to the U.S. for the Persian Gulf War effort. Although the U.S. has received only $8 billion to date, Mr. Darman said he was confident that the commitments would be honored.
