Secretary of State James Baker testified on the Bush administration’s fiscal year 1992 Foreign Operations appropriations proposal. Having recently returned from a two week tour of the Middle East to promote peace in the region, Secretary of State Baker discussed his peacemaking efforts with the committee. He laid the blame for not being able to organize an Arab-Israeli peace conference on Israel and Syria, who he said were unable to agree on the United Nations' participation in such a conference. He also said his efforts to advance the cause of peace were severely undermined by Israel’s refusal to control the growth of settlements in the occupied territories along the West Bank. The growth of the settlements stymied the peace process, Secretary Baker said, since he had almost concluded that the end of settlement building was reliant on an active peace process, and an active peace process was reliant on the end of settlement building. close
