Citizens spoke at the final State Department public hearing concerning the TransCanada Keystone Pipeline Proposal, which, if approved, would transport oil from Alberta, Canada, through six states with final transfer points in Houston and Port Arthur, Texas. Those who spoke against the plan said there were too many health and environmental risks for the State Department to issue a permit for the company. Proponents said the pipeline could be built safely with strict environmental guidelines all while creating thousands of jobs for the economy. There were boos and chants sporadically throughout the hearing.
