Jay Carney briefed reporters and answered questions primarily on negotiations to avoid the “fiscal cliff” of impending tax increases and budget cuts in January 2013 if Congress cannot reach a new budget agreement. The House of Representatives was preparing to vote on Speaker John Boehner’s “Plan B” proposal, which would raise income tax rates of those making $1 million or more. President Obama had threatened to veto the Boehner plan. President Obama also had said that he would not negotiate on raising the debt ceiling.
