The House Appropriations Subcommittee members heard testimony from two administration officials, Terry Carlstrom and James McDaniel, both of the National Park Service, about the cost of White House building and administrative operations for fiscal year 1999. They testified about the White House legal staff, investigators hired by the White House, and the domestic staff. Republican members charged that the administration was using taxpayer funds inappropriately to help pay for these operations, while Democratic members countered that the investigative and legal staffs are necessary only because of Republican attacks on the president. close
