Mr. Raines and other administration officials briefed reporters on the presidential line-item veto of 8 projects in the Energy and Water appropriations bills. He stated that these projects were either not requested, not beneficial enough or beneficial to too few people. They also briefed reporters on the process of completing these types of projects due to the way Congress currently funds them.
