Following passage of a revised Foreign Intelligence Security Act by the Senate on a vote of 69 to 28, President Bush spoke to reporters and applauded the passage and said that it would enhance national security. The legislation contained provisions granting immunity to telecom companies for assisting the government following September 11, 2001 terrorist attacks.
