Wisconsin Governor Scott Walker talked about the budget reforms he instituted in his state. He faced significant labor union opposition when he increased civil servant contributions to pensions, allowed school districts to shop in the private sector for health insurance, and allowing some teachers to choose whether or not to join a union. In his remarks he stated “collective bargaining is not a right” for civil servants. He also addressed the current efforts underway to recall him.
