Elizabeth Lower-Basch talked about consideration by 23 states to require drug tests for recipients of programs such as welfare, food stamps, or unemployment benefits. She discussed the unintended consequences, costs, and constitutional implications of the proposals, and she responded to telephone calls and electronic communications. Ms. Lower-Basch, who adamantly opposes the idea, in her arguments said that such a stipulation is “part of a trend to try to blame poor people for their situation,” and that people who use libraries, mortgage deductions, or other public benefits are not drug tested as a prerequisite for receiving them.
