Witnesses testified regarding efforts to protect particularly vulnerable groups, including minors and recovering addicts, from drug dealers. The committee was considering legislation designed to increase the penalties for involving minors in drug trafficking, distributing drugs near drug treatment facilities, or providing drugs to those enrolled in drug treatment programs. All witnesses and committee members lauded the goals of the legislation, but some voiced concerns that portions of the bill, such as mandatory minimum sentencing provisions, were unfair and possibly unconstitutional.
