Secretary Richard Riley talked about the new voluntary testing initiative that is designed to gauge the reading skills of fourth graders and the mathematics skills of eighth graders. Officials from the Department of Education also participated in the briefing. Six states and three major cities have agreed to utilize the national standards tests.
