Senator Kennedy argued that the billions of dollars that were to be saved from the “peace dividend” should go to neglected domestic programs like education and health care, not towards the deficit. He proposed putting the estimated $170 billion over five years in a “National Needs Trust Fund” that would only be spent on “critical” domestic programs. He identified Head Start, health insurance for those without, and military dislocation subsidies as critical programs. He urged his Democratic colleagues to retake control of the national agenda and become more active in opposition. close
