They examined the increasing number of vacancies in the judiciary that delays the judicial process for many citizens. They criticized the president and Congress for the slow manner in which they nominate and approve federal judges. They recommended that a time limit be set for the appointment process, and that judges should not be asked about their stand on issues during the nomination process.
