This conference explored issues concerning the causes, costs, and cures for violence in this country. Mayor Sharon Pratt Kelly moderated this panel on solutions to violence, which she felt ought to focus on both prevention and law enforcement. Jesse Jackson discussed the problem of “black-on-black” crime and how it has often been ignored. HUD Secretary Henry Cisneros said that this is an American problem and that the nation can not compete globally if a large portion of the population is relegated to a permanent underclass. Joycelyn Elders emphasized “investment” in young people rather than the building of more jails. A woman in the audience complained loudly, and the forum was stopped until she left. close
