In a third of four speeches designed to define the administration’s strategy for victory in Iraq, President Bush addressed the World Affairs Council of Philadelphia about efforts to combat terrorism, military operations in Iraq, and the goals of U.S. foreign policy in the Middle East and Southwest Asia. In his remarks he also provided an estimate of 30,000 Iraqi deaths in the war since the March 2003 invasion of Iraqi territory, but said that despite the death toll he remained confident that the world was safer without Saddam Hussein in power.
