Witnesses testified about the implications of the November 26 Declaration of Principles. Topics included whether such an agreement was a status of forces agreement or a defense treaty that would require congressional approval, and the consequences of the declaration for the United Nations Resolutions on Iraq. 

The subcommittee will also hear additional testimony from a military expert on status of forces agreement and from lawyers who are experts on international agreements and the approval process, within both the Executive Branch and the Congress, for various types of such agreements.
