President Bush talked about economic challenges including market fluctuations, the mortgage market crisis, and the role of the Federal Reserve. He criticized legislation now in Congress that would provide money for state and local governments to buy foreclosed homes. He said that Treasury Secretary Paulson had announced new measures to strengthen mortgages and assure proper risk management in financial institutions.
