Secretary Donald Rumsfeld talked about the situation in Iraq. He expressed disgust with the abuse of Iraqi prisoners, but noted that the vast majority of U.S. personnel in Iraq were performing well. He also outlined plans for the transition of power in Iraq, and spoke about other efforts in the global war on terror.
