Overseers of the Congressional Oversight Panel's Troubled Asset Relief Program (TARP) testified on the their final report to Congress. Among the topics they addressed were the effectiveness of TARP, potential improvements to TARP and the homeowners assistance program (HAMP), and lessons learned from the program.
