The George Washington University National Law Center - International Law Society welcomed Representative Richard Gephardt (D-Missouri) to speak in regards to the future of trade policy. He said that at one time, all of our policies, strategies, and structures made sense, but the world had changed in fundamental ways since that time. He said that the only thing that had not changed were our trade practices. He blamed the Reagan administration for turning America from being the world’s largest creditor nation to the world’s largest debtor. He said that America’s main problem was that it used to be the provider of capital, but had become reliant on foreign capital instead. close
