Prior to leaving the White House on a trip to Miami where he would deliver a speech marking Cuban Independence day, President Bush outlined his policy toward Cuba saying that open trade and foreign aid would only be forthcoming following free elections, the release of political prisoners, and the establishment of a true democracy in Cuba.
