Committee members heard testimony from the chairs of the president’s Advisory Committee on Tobacco Policy and others on the proposed settlement between state attorneys general and the tobacco companies. The committee discussed the effect the tobacco settlement would have on tobacco farmers. Mr. Carlton urged the committee to accept the tobacco settlement as it is and General Koop indicated that the nation should be prepared to begin a “crusade to save tobacco farmers.”
