Patrick Doering, a member of the German Bundestag Committee on Transport, Building, and Urban Affairs, talked about global terrorist threats to infrastructure and transport facilities. He described possible harm to international trade that might result from U.S. ports security rules and standards, new European Union passenger charter regulations and new U.S. shipping container scanning rules. He talked about the reconciliation of homeland security needs with the increasing costs to the public and the privacy rights of citizens. After his speech Mr. Doering responded to audience members' questions.
