President Clinton moderated a panel about using the tools of the new economy to empower civil society and government. Among the issues addressed were enhancing job prospects in impoverished and minority dominated areas, improvements in communication between citizens and government, and the implications of new technologies for various aspects of American society. Following their remarks they answered questions from the audience.
