The House Foreign Affairs subcommittee met to consider how the United Nations is managed. Richard Thornburgh, Undersecretary General for Administration and Management of the United Nations, testified before the subcommittee. Earlier this week, Mr. Thornburgh released a report critical of the management of the international organization. Edward Luck urged that the United Nations' administrative structure be reorganized. Charles Liechtenstein praised the quickness with which Mr. Thornburgh has grasped the internal workings of the United Nations. He also agreed that the United Nations needs restructuring, and has in fact needed it for several years. John Ruggie spoke of specific management problems experienced by the United Nations. close
