Panelists in the forum sponsored by the American Enterprise Institute discussed the 1990 budget act and other issues in U.S. fiscal policy. Mr. Penner said the consequences of the 1990 budget act, which was approved as a means of setting constraints on government spending, were not that extensive in terms of tax increases or spending cuts. He concluded that the 1990 budget act accomplished little in itself, but was something of an advance toward solving the U.S.'s budgetary problems. Members of the panel responded to questions from members of the audience following their prepared remarks. close
