Ambassador C. Paul Robinson, Chief U.S. Negotiator for the nuclear testing summit in Geneva, talked about arms control as the central focus of the U.S.-Soviet relationship for the last 15 years. The ambassador spoke about success in that area as necessary to developing an economic relationship with the Soviets. He also explained the role glasnost played in paving the way for the recent signing of the two treaties. close
