“The Taliban and al-Qaeda in Afghanistan and Pakistan” was the third panel of the day-long event “Al Qaeda 3.0/The ‘War on Terror’ After the Bush Administration.” Topics included the goals of the Taliban; the relationship between the Taliban and Al Qaeda; who to negotiate with among the Taliban, Al Qaeda, and other groups; and the enforceability of any agreements made with the groups.
