First, former Senator Daschle talked about health care legislation, with former Rep. Frenzel (R-MN) responding. They answered audience members' questions. 

Then three experts presented papers on congressional foresight and long-range choices, analyzing the process of making difficult policy decisions, and global policy and the future of the human condition. Topics included establishing priorities for various legislative efforts, developing more efficient processes for policy making, and political influences on the process. After their presentations they responded to audience members' questions.
