Joseph Califano talked about the results of the National Center on Addiction and Substance Abuse’s 15th annual teen survey. In his remarks, Mr. Califano said the most significant finding over the years has been that a child who reaches the age of 21 without smoking, abusing alcohol, or using illegal drugs is “virtually certain to be home free for rest of his or her life.” close
