Secretary of State Clinton and Senators John Kerry (D-MA) and Richard Lugar (R-IN) spoke with reporters in support of Senate ratification of the new Strategic Arms Reduction Treaty (START). The treaty passed the committee by a vote of 14 to 4, but the full Senate had not yet acted on it.
