The survey on state budgets released Wednesday by the National Association of State Budget Officers and the National Governor’s Association showed that as the national economy is slowing down, state revenues are decreasing and state spending needs are increasing. Twenty-eight states face deficits in 1991, making a total shortfall of $9.6 billion, 3.2 percent of the 28 states' total budgets. Mr. Scheppach stated that the sources of the states' economic problems are due to the downturn of the national economy, the rise in health care costs, education spending, and prison costs. close
