Witnesses testified about a White House plan to let states use surplus unemployment insurance funds for paid leave. Senator Judd warned that unemployment insurance legislative is under the jurisdiction of Congress and that the Labor Department cannot change regulations. Others talked about flaws in the unemployment insurance laws that were written in 1935. They said that paid family leave is needed. The price of various programs was discussed. close
