The House Transportation Subcommittee heard testimony about reauthorizing the Interstate Surface Transportation Act (ISTEA), which covered federal funding for roads, bridges and transportation projects. One proposal discussed was Step 21 which called for an enhanced national highway system program, a flexible, streamlined surface transportation program, and funds distributed based on each state’s lane miles and usage. Another proposal by a coalition of northeastern states called for maintaining ISTEA as it is. A third proposal by Representative John Kasich (R-Ohio) and Senator Connie Mack III (R-Pennsylvania) would greatly reduce the federal transportation program, targeting the interstate highway system only, with the federal gas taxes reduced accordingly. close
