Chuck Manatt talked about the super delegate system that he instituted in the Democratic Party as chairman of the Democratic National Committee in the early 1980s. The system allows party officials, former presidents and vice presidents, a percentage of members of Congress, governors, mayors, and others to serve as “Super Delegates” or unpledged delegates to the Democratic Convention. In 1984, the first year super delegates participated in party conventions, there were approximately 300 super delegates, but in the 2008 election cycle there are an estimated 796 of these delegates. close
