Soviet President Gorbachev and British Prime Minister Major briefed reporters following a meeting between President Gorbachev and the seven leaders participating in the Economic Summit of the Industrialized Nations, which ended earlier in the day. Prime Minister Major announced the creation of a six point plan for technical aid to the Soviet Union, and the invitation of a limited membership of the Soviet Union to international financial institutions such as the International Monetary Fund and the World Bank. He said the seven leaders had satisfied themselves concerning the Soviet Union’s commitment to reform during their questioning to Soviet President Gorbachev. The prime minister said large scale financial aid was not discussed during the meeting, and it was hoped large financial investments in the Soviet Union encouraged by the technical assistance would fill in for the lack of direct financial aid. President Gorbachev said his country was pledged to economic transformation away from a centrally planned system, but needed the cooperation of the rest of the global marketplace in attaining their goal.
