Mr. Mileti reviewed a five-year study which examined the human and economic costs of natural disasters. The study found that America's ability to deal with natural disasters was faulty because most solutions were short-sighted and did not adequately include prevention measures. It also was critical of an attitude of complacency among citizens and government. After his remarks he answered questions from the audience.
