The House Foreign Affairs Committee heard testimonies on the payment of promised contributions to the Persian Gulf war effort by coalition allies. In all, $54.5 billion was pledged by coalition countries to offset the U.S. expenditures during the war, and approximately $36 billion has been collected. Problems have arisen since the end of the war concerning payment of the contributions, including currency exchange rate changes. Countries such as Japan which have not fully paid their promised contributions to the Persian Gulf war are expected to pay their financial commitment by September 30, 1991. The committee focused on financial matters concerning refugee relief programs, which committee chairman Fascell said was providing a precedent for international coordination concerning future global crises. Mr. Mulford reported on the progress of the Gulf Crisis Financial Coordination group, created by President George H. W. Bush in 1990 to handle the collection and allocation of funds. close
