Justice O’Connor said that crime is one of the most serious threats to America’s national interest. She said now that the war is over, it is time to turn attention to this urgent domestic problem. Justice O’Connor talked about crime from the “local” perspective. Local has two meanings. Crime is typically handled through the state legal and legislative system. Crime is also local in that it is up to the individual to internalize a sense of right and wrong and act appropriately. close
