The main theme of Representative Bob Michel’s speech is that federal government involvement in many policy areas should be limited. He urged, however, the continuation of the practice of federal funding for certain programs. Even that statement is modified by Representative Michel’s argument that it is up to the states to determine how the money should be distributed. In a question and answer section following his speech, however, Representative Michel defended the use of threats regarding the removal of federal funds in order to get states to comply with certain policies, such as the drinking age and the speed limit. close
