Peter Harkness spoke about the relationship between Congress and state governments. He focused on policy decisions by state legislatures on an increasing range of issues such as immigration, healthcare, and global warming, and particularly where the national government had failed to act. Following his remarks Mr. Jacobs moderated a question and answer session with the audience.
