Witnesses testified about their experience and qualifications for various positions within the State Department. Senators Hutchison and Cornyn introduced the first panel of nominees, Ms. Hughes and Ms. Shiner. The nominees spoke about exchange programs, American ideals, greater openness, and the leadership of the United States in the global economy. The committee also heard testimony from Ms. Silverberg and Ambassador Frazer.

Karen Hughes, of Texas, was nominated to become Undersecretary of State for Public Diplomacy, with the rank of Ambassador. Josette Shiner, of Texas, was nominated to be Undersecretary of State for Economic, Business, and Agricultural Affairs. Kristen Silverberg, of Texas, was nominated to be Assistant Secretary of State for International Organization Affairs. Jendayi Frazer, of Virginia, was nominated to be an Assistant Secretary of State for African Affairs. close
