Mr. Boucher spoke to reporters in the Department of State on issues concerning the foreign affairs of the United States, including the ongoing relief efforts for Kurdish refugees fleeing persecution from the Iraqi government in northern Iraq. The U.S. continued to supply food and medical aid for refugees in the mountainous region near the border of Iraq and Turkey, and continued construction of temporary encampments for the refugees in northern Iraq that will accommodate 25,000. U.N. officials announced that nearly 20,000 Kurds were returning to their homes in cities outside the coalition forces' “safety zone,” in northern Iraq. Construction on another encampment will begin later in the week. Mr. Boucher discussed the ongoing civil war in Ethiopia, and said American citizens and government personnel were being evacuated from the war-torn country. He also discussed the civil war in Cambodia, and the Salvador talks underway in Mexico City, Mexico.
