Secretary Colin Powell testified regarding the proposed fiscal year 2005 budget for the State Department and international affairs. The secretary addressed a number of issues, including the reconstruction of Iraq and Afghanistan, the war on terror, and the global HIV/AIDS initiative. Secretary Powell defended the proposed sixteen percent increase in the international affairs budget as necessary for the war on terror. close
